This woman-owned small business was founded by Carla Ennis Raupp in July, 2014. TWS supports all aspects of business development for global engineering and manufacturing companies, as it successfully helps domestic and international firms develop winning bids and successfully execute contracts to federal, state and local governments.
Carla Raupp is a facilitator and leader. She has a vast history in project management, problem solving and consensus building. She skillfully executes business development operations to sustain the entire life cycle of the product and/or service. Raupp has led a dynamic management career successfully orchestrating high-dollar, high-performance acquisition and logistics programs and proposals. She melds multi-functional leadership and management skills that support organizational development, all while applying lean practices.
With nearly three decades of experience supporting logistics and product support for the defense industry, she has worked on both sides of the table. Before founding TWS, Raupp served as director of global proposal management for Oshkosh Defense, Oshkosh Corporation. In this role she was responsible for directing technical development of bids to U.S. and foreign governments. Her technical skills, organizational ability and management acumen led to winning proposals that supported Oshkosh Corporation awards, such as the USMC P-19 replacement program that brought in $193M in sales. In fact, Raupp has a proven record of bid development of programs valued at more than $770 million.

Tim Raupp is the Chief Executive Officer of Triple Win Strategies, LLC (TWS). In this role Tim is
responsible for overall direction and management of the company, with special focus on strategic
business development, including international market growth, business operations and financial
management. Prior to joining TWS Tim was the Vice President of International Sales for the Fire
and Emergency segment of Oshkosh Corporation. Tim previously served as Vice President of the
Airport Products Group as well as Vice President of the Defense Logistics Group, Oshkosh Defense.
Tim brings extensive experience developing winning bid strategies, international sales and marketing,
customer relations, and product support. Tim has traveled the globe developing business with military
customers, international airports, industrial businesses and fire departments.
Tim has over 39 years experience in defense, airport, fire and emergency, specialty vehicles, sales and
product support. He has experience in all aspects of strategic business planning marketing, sales,
product development, and support in both the commercial and defense industries. Tim is a past recipient
of the National Defense Industrial Association’s Edward M. Greer Award. This award was presented in
recognition of Tim’s contribution to the Department of Defense in the area of integrated logistics support
engineering and implementation of innovative contractor support processes to the U.S. Military.
Tim has a bachelor degree in business administration from Marian College, and a master’s degree in management from Cardinal Stritch College. Tim is an aviation enthusiast and lifetime member of the Experimental Aircraft Association and Commemorative Air Force. He is a sponsor and support crew member for several vintage military aircraft. Tim is a strong supporter of several veteran’s support groups. He is also active in community service, having served on the board of the Commemorative Air Force, Milwaukee Art Museum, Fox Valley Technical College of Wisconsin and the Paine Art Center and Gardens. He has served on multiple advisory counsels including UW-Stout, Supply Chain Management Program Advisory Board.
